This bibliography was put together after Allan P Berry of Great Britain
indicated in March 1990, that he was looking to collectors in New Zealand to
list what they knew of such publications. Having collected everything relating
to the New Zealand Post Office, as part of my longtime study of the history of
the Post Office and its services, this preliminary list has been compiled from
both my holdings and what I knew of other publications. It is preliminary in
the sense that I have not attempted to visit Wellington and to check holdings
in the Turnbull Library, New Zealand Post collections, or National Archives.
Nevertheless it has been a determined effort to record every appropriate item,
within the definitions or parameters set.
Parameters.
Official = issued by a Government Department or agency or by the New Zealand
Post Office itself. The New Zealand Post Office, known as the New Zealand Post
& Telegraph Department until 1959, was separated into three "state–owned
enterprises (SOEs) or corporations from 1 April 1987. Publications issued by
New Zealand Post Limited are included, but not those published by
Telecommunication Corporation of NZ Ltd nor Post Bank Ltd.
Publications = books, periodicals, posters, folders, leaflets. Includes
internal publications preserved in the public domain. The definition of
"publication" used by the National Library of New Zealand is "A work is
considdered published if copies of it have been issued (or are available) to
the public by purchase or free of charge. The "public' includes any particular
section of the public, including a restricted membership."
Postal and philatelic that is, excluding the two other main streams of New
Zealand Post Office activity, the Post Office Savings Bank and
Telecommunications. Postal, in particular, implies the handling of items of
mail, the markings applied to them, the fees and charges made, the staff,
equipment, transport and buildings used during the process of accertance,
transportation, and delivery.
Types of Publications
Publications may be any printed sheet (or sheets) of paper or other substance,
and includes books, brochures, periodicals, maps, charts, tables, pamphlets,
conference papers, posters and calendars.
Comments on certain types relating to postal or philatelic matters are:
Counter upstands. These were introduced in the early 1960s when grills and
windows were removed from counter or teller positions. Mainly card stands held
upright by a rear leg and with either a printed poster (about quarto or A4
size) or capable of having the display changed at intervals. The upstands
succeeded the grill–card introduced in the 1950s – these being posters backed
on card and affixed to the protecting grill on the counter. Neither
grill–cards or upstands have been included in the bibliography as they are
unlikely to have reached public hands.
Leaflets These have been listed by their most visible title, the heading "New
Zealand Post Office" or "New Zealand Post Ltd" being ignored. The listing has
followed the format:
date ~ year of publication or, if relating to a stamp issue or special
datestamp usage, to the date of the event
classification – leaflet, pamphlet, poster
serial number of item, where shown on item, usually in abbreviated form, such
as MB or NZ.
comment on printing quantity, where known
Maps The post office has published maps and those preserved have been
recorded.
Posters. These have also been included. The early posters were primarily of
instructional text, rather than multi–colour scenes/designs, and they are
useful for providing details of a postal activity where the information may
not be readily available elsewhere.
Apart from the variety of publications that may be found there are several
recognisable groups or series, distinctly identified in the bibliography.
AJHR (= Appendices to the Journals of the House of Representative). The actual
Parliamentary Journals are the daily business of the House and the Hansard
reports of the debates. The annual reports of Government Departments as well
as special reports and papers tabled in the house are collated and bound into
annual Appendices volumes. Nearly all papers, such as the Postmaster General
Reports, are published separately, usually bear the AJHR reference shoulder
number.
CS LP PS and Retail serially numbered series of leaflets or posters.
Introduced about 1987/88 replacing former MB/PM series. CS = Commercial
Services, LP = Letter Post, PS = Philatelic Services, Retail = Retail outlets.
MB or PM Series of leaflets or posters = Marketing Branch, later Postal
Marketing. Commencing about 1971 the publications of this branch were mostly
serially numbered MB 1 upwards, with some duplications as well as omissions.
About two–thirds of their products were for Savings Bank or Telecommunications
areas and thus have been excluded. Counter upstands, window decals, and
mobiles have been excluded. A photocopy of the register is held. Replaced in
1987/88 by CS, LP, PS, and Retail separate series.
NZ Series = Philatelic folder/order form Distributed to collectors on the Post
Office Philatelic Bureau mailing list from February 1969 each folder comprises
a single sheet, roughly Q4 size though can be smaller or larger; folded three
or four times to approximately 90mm width 225mm length – fitting a standard
size envelope. The front panel publicises the stamp issue, with interior
panels providing further issue details, sales messages about other products
from time to time, and a tear off order panel.
From the June 1970 commemorative issue (No.18) the folders were serially
numbered; from No.36 the number being suffixed NZ and later prefixed NZ. For a
period duplicate folders prefixed OS were sent to overseas collectors. The
folders are listed in the bibliography under the stamp issue description, and
quoting the NZ reference as identification. Where the description commences
with a year that has been placed in the bibliography listing after the title.
As the issue of these folders have progressed there have been a variety of
broadly defined front panel designs:
(1) Plain white with stamp illustrated in black and white, text in blac with
second colour used for heading. Nos. 1–49
(2) Pictorial two–colour panel with stamp in black and white No.s 50 – 64
(3) Pictorial or broad zigzag 2–colour cover, stamp in colour No.5 65 – 107
(4) Plain colour background NEW ZEALAND POST OFFICE repeated down left edge.

The bibliographic listing is by title, date of issue of the postage stamp(s)
or item being sold, then identification.
PR Series = Public Relations The Public Relations Division, General Post
Office (and later Post Office Headquarters), from the 1940s issued a series of
publications identified by shoulder number P.R. and a number. Known products
including some of those on Telecommunications and Banking are recorded. The
register for such item numbers appears to have been discarded at time of
Dissolution in 1987.
ROE series (= Registrar of Electors) New Zealand Post Ltd has held the
responsibility for maintaining the electoral rolls for both central and local
Government, appointing a Registrar of Electors in each district and
maintaining a centralised computerised operation in Lower Hutt. Publications
from this operation are numbered with a ROE series.
SD POSTER = Special Datestamp Posters War from at least 1973 posters have been
distributed for display at post offices throughout New Zealand, announcing the
forthcoming use of a special datestamp and where philatelic covers should be
sent to obtain impressions. Prepared and released by Philatelic Services these
posters are not serially numbered or identified. Descriptions are from items
in the Startup collection. There have been seven "standard" designs used:
1 – 20.5 x 15cm deep, half a foolscap sheet, multilith in black within a
bicoloured dotted frame Use d November 1973 – November 1983
2 = 16 x 24cm offset in black against a blue background headed "Special /
Datestamp" Use d November 1983 ~ January 1984
3 – 21 x 29.5cm same design but on A4 size sheets Use d March 1984 – January

4 – 21 29.5cm same design but heading in red against a pale blue background
Used January 1986 – April 1987
5 – 14 x 26.5cm Bi–coloured heading with "Special Date Stamp", text against a
pale grey background. Use d May 1987 – November 1988. Logo New Zealand Post
Philatelic
6 – 14 x 26.5cm Bi–coloured background, datestamp illustrated on corner of
envelope, hand welding a datestamp adjacent. Used From January 1989
7 – 18.5 x 27.5cm Multi–coloured upper two thirds featuring hand weilding a
datestamp over an envelope showing the special cancellation being featured.
Headed "Collectors special date stamp" Used from September 1990.
Bibliography listing is by event title, date of datestamp use, place of use,
then SD poster type number as description.
Poster. A series of serially numbered posters, thought to be printed by
Government Printer in standard text in black on white foolscap sheets. Issued
during the Great war years 1914 – 1919. Few details now available

Agreements There are two classes of international or diplomatic postal
agreements (a) Bilateral conventions, between New Zealand and another country,
and (b) Multilateral conventions, New Zealand being but one of a number of
signatories. It is thought that most of the bilateral agreements will have
been published, either as a paper laid before the House of Representatives and
later included in the Appendicies to the Journals, or else published by the
Department of Foreign Affairs in their Foreign Affairs series. The following
Bilateral conventions have been identified though not examined. See also
AsiaPacific Postal Convention.
Though the several Aviation Bilateral Conventions were primarily for the
carriage of mail and passengers between New Zealand and other countries, by
air, they are not included here.

ANNUAL REPORT – New Zealand Post Ltd. The company, on its establishment as a
State Owned Enterprise 1 April 1987, was required to present six monthly and
annual reports to the Minister of State Owned Enterprises and Parliament.
However, these reports do not form part of the Parliamentary Papers. The
reports are excellently prepared with graphs and illustrations in colour. The
interim reports are entitled "Interim Report to Shareholders for the Six
Months to September XXXX" with the annual publications entitled "New Zealand
Post Ltd Annual Report".

from 1840 and contains official notices that relate to a multitude of
Ministerial and Department proposals and decisions. From around the mid 1860s
to 1910s appointments of Postmasters were regularly listed, tenders were
called for the conduct of mail services, and mail services were listed. Though
of research value through these no issue specifically related to the postal
service, nor was the periodical the responsibility of the Post Office.

GUIDE, POSTAL This publication is the key administrative publication of the
Post Office, setting out conditions and charges for all its services. It was
published for both the public, as users of the services, and for staff as
providers of those services. There is evidence that the first edition was
published in 1865 but a copy does not appear to have survived. The first
surviving edition is the "New Zealand Postal Guide" for 1 July 1868.
This was followed from 1 January 1874 by a quarterly publication under the
same title; each edition being serially numbered from then upwards. This being
changed to "New Zealand Postal & Telegraph Guide" from 1 October 1881, and
to "New Zealand Post & Telegraph Guide" from April 1895. Frequency became
sixmonthly from March 1915 and from March 1921 annually. From 1948, when
publication became at two–three year intervals, the title became "New Zealand
Post office Guide". With the advent of New Zealand Post Ltd in 1987 it became
"Postal Users Guide".

GUIDE SUPPLEMENT The "Supplement to New Zealand Post & Telegraph Guide"
14x21cm paper covers was published monthly (at first) from January 1903 to
1929. Issues were serially numbered 1 upwards. Its main contents was a list of
offices with mail closing and arrival times along with any changes to
conditions and charges for Post Office services. What appeared to be a full
set was held in the NZ Post Office Museum in 1987 but its current whereabouts
is unknown. The Official Circular 1/3/1915 page 22 announced that it would in
future be published six monthly March and September and be replaced by a
monthly pamphlet "Additions to Guide", but the monthly publication was resumed
in June 1915 (page 58 1/6/1915). But in March 1916 the monthly publication was
again suspended (OC 1/3/1916 p34). Reintroduced 1920? Publication ceased with
March 1929 issue. (OC 16/2/1929 p11).

CIRCULAR MEMORANDA From at least the mid 1840s the officer in charge of the
Post Office distributed Circular Memoranda on a wide variety of topics to
Postmasters throughout New Zealand. Only fragments of the earliest years have
survived. 1845 in the JamesSmith Report, the 1850s–1870s in the Nelson Chief
Post Office papers in National Archives, and the 1870s as the forerunner to
the "Official Circulars" in Telecom Library. After the introduction of
"Official Circulars" most instructions and information was distributed through
that medium but from at least the 1900s circular memoranda were again issued,
either in cyclostyled or printed format. Little reaims of these circular
memoranda through fires and destruction programmes. In 1941 incidence of issue
was reduced as a wartime paper conservation measure, and the Official Circular
again given greater use.
CIRCULATION LIST These were officially prepared schedules showing the routing
of mail for all post offices open at that time. Few have survived. The
following item, recorded when in NZ Post Office Museum, is now believed to be
in National Archives:

from 1840 and contains official notices that relate to a multitude of
Ministerial and Department proposals and decisions. From around the mid 1860s
to 1910s appointments of Postmasters were regularly listed, tenders were
called for the conduct of mail services, and mail services were listed. Though
of research value through these no issue specifically related to the postal
service, nor was the periodical the responsibility of the Post Office.

GUIDE, POSTAL This publication is the key administrative publication of the
Post Office, setting out conditions and charges for all its services. It was
published for both the public, as users of the services, and for staff as
providers of those services. There is evidence that the first edition was
published in 1865 but a copy does not appear to have survived. The first
surviving edition is the "New Zealand Postal Guide" for 1 July 1868.
This was followed from 1 January 1874 by a quarterly publication under the
same title; each edition being serially numbered from then upwards. This being
changed to "New Zealand Postal & Telegraph Guide" from 1 October 1881, and
to "New Zealand Post & Telegraph Guide" from April 1895. Frequency became
sixmonthly from March 1915 and from March 1921 annually. From 1948, when
publication became at two–three year intervals, the title became "New Zealand
Post office Guide". With the advent of New Zealand Post Ltd in 1987 it became
"Postal Users Guide".

GUIDE SUPPLEMENT The "Supplement to New Zealand Post & Telegraph Guide"
14x21cm paper covers was published monthly (at first) from January 1903 to
1929. Issues were serially numbered 1 upwards. Its main contents was a list of
offices with mail closing and arrival times along with any changes to
conditions and charges for Post Office services. What appeared to be a full
set was held in the NZ Post Office Museum in 1987 but its current whereabouts
is unknown. The Official Circular 1/3/1915 page 22 announced that it would in
future be published six monthly March and September and be replaced by a
monthly pamphlet "Additions to Guide", but the monthly publication was resumed
in June 1915 (page 58 1/6/1915). But in March 1916 the monthly publication was
again suspended (OC 1/3/1916 p34). Reintroduced 1920? Publication ceased with
March 1929 issue. (OC 16/2/1929 p11).

CIRCULAR MEMORANDA From at least the mid 1840s the officer in charge of the
Post Office distributed Circular Memoranda on a wide variety of topics to
Postmasters throughout New Zealand. Only fragments of the earliest years have
survived. 1845 in the JamesSmith Report, the 1850s–1870s in the Nelson Chief
Post Office papers in National Archives, and the 1870s as the forerunner to
the "Official Circulars" in Telecom Library. After the introduction of
"Official Circulars" most instructions and information was distributed through
that medium but from at least the 1900s circular memoranda were again issued,
either in cyclostyled or printed format. Little reaims of these circular
memoranda through fires and destruction programmes. In 1941 incidence of issue
was reduced as a wartime paper conservation measure, and the Official Circular
again given greater use.
CIRCULATION LIST These were officially prepared schedules showing the routing
of mail for all post offices open at that time. Few have survived. The
following item, recorded when in NZ Post Office Museum, is now believed to be
in National Archives:

Gazette, New Zealand This official publication has been regularly published
from 1840 and contains official notices that relate to a multitude of
Ministerial and Department proposals and decisions. From around the mid 1860s
to 1910s appointments of Postmasters were regularly listed, tenders were
called for the conduct of mail services, and mail services were listed. Though
of research value through these no issue specifically related to the postal
service, nor was the periodical the responsibility of the Post Office.

GUIDE, POSTAL This publication is the key administrative publication of the
Post Office, setting out conditions and charges for all its services. It was
published for both the public, as users of the services, and for staff as
providers of those services. There is evidence that the first edition was
published in 1865 but a copy does not appear to have survived. The first
surviving edition is the "New Zealand Postal Guide" for 1 July 1868.
This was followed from 1 January 1874 by a quarterly publication under the
same title; each edition being serially numbered from then upwards. This being
changed to "New Zealand Postal & Telegraph Guide" from 1 October 1881, and
to "New Zealand Post & Telegraph Guide" from April 1895. Frequency became
sixmonthly from March 1915 and from March 1921 annually. From 1948, when
publication became at two–three year intervals, the title became "New Zealand
Post office Guide". With the advent of New Zealand Post Ltd in 1987 it became
"Postal Users Guide".

GUIDE SUPPLEMENT The "Supplement to New Zealand Post & Telegraph Guide"
14x21cm paper covers was published monthly (at first) from January 1903 to
1929. Issues were serially numbered 1 upwards. Its main contents was a list of
offices with mail closing and arrival times along with any changes to
conditions and charges for Post Office services. What appeared to be a full
set was held in the NZ Post Office Museum in 1987 but its current whereabouts
is unknown. The Official Circular 1/3/1915 page 22 announced that it would in
future be published six monthly March and September and be replaced by a
monthly pamphlet "Additions to Guide", but the monthly publication was resumed
in June 1915 (page 58 1/6/1915). But in March 1916 the monthly publication was
again suspended (OC 1/3/1916 p34). Reintroduced 1920? Publication ceased with
March 1929 issue. (OC 16/2/1929 p11).

CIRCULAR MEMORANDA From at least the mid 1840s the officer in charge of the
Post Office distributed Circular Memoranda on a wide variety of topics to
Postmasters throughout New Zealand. Only fragments of the earliest years have
survived. 1845 in the JamesSmith Report, the 1850s–1870s in the Nelson Chief
Post Office papers in National Archives, and the 1870s as the forerunner to
the "Official Circulars" in Telecom Library. After the introduction of
"Official Circulars" most instructions and information was distributed through
that medium but from at least the 1900s circular memoranda were again issued,
either in cyclostyled or printed format. Little reaims of these circular
memoranda through fires and destruction programmes. In 1941 incidence of issue
was reduced as a wartime paper conservation measure, and the Official Circular
again given greater use.
CIRCULATION LIST These were officially prepared schedules showing the routing
of mail for all post offices open at that time. Few have survived. The
following item, recorded when in NZ Post Office Museum, is now believed to be
in National Archives:

Industrial From at least the 1930s staff of the New Zealand Post Office were
employed under a series of industrial "ministerial determinations", agreed to
between the PostmasterGeneral and Post Office Union, and having regard to
other state service determinations, principally those negotiated between the
state Services Commission and the Public Service Association. The resulting
"determination" was printed and distributed fairly widely WITHIN the
organisation. when the New Zealand Post Office was separated into three State
Owned Enterprises in April 1987 the Post Office Union was required to
negotiate working conditions for staff with the three separate companies. The
resulting agreement had to be registered in the Arbitration Court, be printed
and published, with copies publicly available for sale through the Government
Printing Office. Though these form part of the Post Office literature I have
not examined them.

LEGISLATION The authority for postal services in New Zealand is by statute. Initially this was under Legislative Acts of the Colony of New South Wales, 1842 under Ordinance passed by the NZ Governor in Council, 1843 British Treasury Warrant, and from 1853 by Acts of the NZ House of Representatives. The pieces of legislation were published as separate items as well as being bound into the Statutes.
1842 An Ordinance for Regulating the Conveyance and Postage of Letters 5 Vic Sess II No.8 3pp Effective 1 March 1842, established NZ control of the Post Office 2 pp
1843 Treasury Warrant Fixing the Rate of Postage in New Zealand, dated 31 August 1841, effective 6 September 1843. Placed post offices under British Control.
1848 An Ordinance for Regulating the Conveyance and Postage of Letters Sess 9 Ordinance 2, returned control to New Zealand.
1856 Local Posts Act No.30 Effective January 1857 authorised provinces to establish local postal services and rates.
1858 New Zealand Post Office Act, No.15 15pp Effective 1 October 1858, established the Post Office as an independent department of state.
1865 Post Office Savings Bank Act No.40 3pp Authorised creation of Savings Bank.
